you can shoot while not zooming, but that will cause less damage
AWP when zoomed, is a 1 shot kill
just wait for the enemies guarding some place, zoom, and take the open shot *bang*

Of course you can kill people who got sniper weapons. Otherwise, it would be really unfair... There are several ways to do it:
If you try to do it alone your chances to kill a sniper are very low. If at least two people attack a sniper the chances are better that the sniper dies. In most cases the sniper can at maximum only kill one of your team until he's dead Think of the extreme long reload time and shot delay (three seconds!) of the AWP. If a AWP sniper has made a shot, you have at minimum three seconds to kill him until the sniper can make his next shot. Don't let escape him in this time. Don't waste time, shoot! 
Flashbangs and HE grenades can be very useful. Don't forget that almost all snipers zoom in. With higher zoom level snipers won't be able to react fast enough. In worst case (for them! ;)) they don't even see the grenades... 
Be careful! Maybe you can't see some snipers because they are hiding below a palm, etc. Of course, you can use sniper weapons, too. You just have to be better... 
Maybe these suggestions will help you to get rid of these snipers!
If you managed to kill a sniper, the chances are low that these sniper gets another sniper weapon in the next round because such weapons are really expensive. Gotta kill 'em all!
