Hi!
I have a problem!
I have cs2d source and i have blitz3d. Where to add this file: user32.decls ? Can't find userlibs map, so i don't now

do it as its described in the readme.txt. if you don't have a userlibs folder in blitz3d: create it. if you did everything correctly it should work. otherwise you probably need a newer version of blitz3d

you (should) have to change more than just the version to be able to join a cs2d 0.1.0.4 server.
however: you should not do this.
