Well, I use paint to make the tiles with and later on twist 'n' turn it around with some other programme. Then I just make the map.

What exactly are you doing?

Do it the simple way and learn more, go to your CS2D folder and go to "gfx" then "tiles" and open a blank there you must be very precise of what your doing since the tile size is only 32x32. Draw something in the tiles and later on save, and open it afterwards in the editor to see your tiles.
