Also you can change some of the settings. I marked those which promise best performance boost with a . The other ones probably don't make a big difference and/or only make a difference on specific maps. Particles and gore make the most difference when fights are going on.
graphics settings:
switch "Lighting" to "off"
switch "Map Shadows" to "off" or "simple"
reduce "Particle Details" (high impact in fights or on maps with many particles)
disable "Player Shadows"
disable "Item Shadows"
disable "Bullets"
disable "Visible Shots"
disable "Tile Animations & Blending"
game settings:
reduce "Level of Gore" (high impact only in fights)
switch "Radar" to "None" or one of the two "Simple" options
more settings:
renderdecoration 0
renderdecals 0
You can also consider to disable "VSync" (graphics settings). This may give slightly higher FPS in some setups but commonly leads to visible tearing because the game doesn't sync with your monitor refresh rate anymore. I wouldn't recommend it.
I think most relevant settings are exposed in UI via the settings menu. You could go through the settings commands here but I don't think that any major setting is missing in the UI that would have a big impact on performance. There's no secret "make everything faster" command.

Use the launcher (Launcher.exe in game folder) and try both DirectX and OpenGL in both windowed und fullscreen. One of these 4 possible combinations is commonly the fastest. Especially on older systems. Alternatively you can do the same via commandline manually (see Readme.txt) e.g. if you want to launch the game via Steam.
Some time back in 2018 changelog has written
Launcher.exe removed from Windows Steam client (did not work properly with Steam)
(but to be honest: yep, I forgot that the Steam version doesn't even have the launcher anymore)
