I tried downloading the portable game, logging in and playing.
If you see my profile picture of that method, I don't understand if it's a steam bug, if anyone knows why, please let me know, thanks a lot.

Pro1 is talking about are in your CS2D install folder insys/cache/avatars
(I guess you can actually delete that entire folder with all its content)
Also make sure that CS2D isn't blocked by any firewall. Avatar download requires a HTTP (TCP) connection so it's possible that gameplay (UDP) works while HTTP is blocked.
On Windows add a program exception for CS2D.exe to Windows firewall

If you have additional firewalls (software or hardware/router) you might have to add exceptions there as well.
Pro1 has writtentry to delete usgn folder and steam folder if the problem not solved try install cs2d setup exe (i dont know too much methods sorry)

I just tried but it doesn't work, I have added the game in exceptions and both UDP and TCP in the Firewall, I allowed the modem to connect but it still doesn't work.
