am i the only one who thinks the update rate for players is bad? and some people jump around every 400ms even when their ping is fine (much lower than 400ms). it's like playing on a low tick rate server with no interpolation in cs. people that jump around all the time can make the game unbalanced and unplayable. this isnt 2006 anymore, most everyone that has access to internet has a decent enough internet to be able to have a high update rate on a multiplayer game.

i feel like there should be a minimum update rate or some interface for servers to require better update rates.

Yes, it depends on your netspeed setting. The max (and default) rate is equal to your FPS, 50 updates per seconds. More doesn't make sense because all the simulations run at maximum 50 FPS anyway.

medium is 25 updates per second
low is ~16 updates per second

This doesn't explain the behavior you explained though. Getting updates only every 400 ms with a significantly better ping can only be a sign of a really crappy connection. Bear in mind that the ping is only about speed of the packets. There might also be a huge packet loss ratio.

Also lags and bad connections are absolutely visible in CS2D because there is no player position/rotation interpolation. This might look ugly but you always get the most up to date and precise player state this way.
