Like when i create a server,how can i kick players that try to ruin my server(like speedhackers)how to do those things?
EDIT: i forgot to ask,why when i create a Dedicated server then it gets added to the LAN server list?(I had the offline/lan disabled when I created the server)

You have to set a rcon password in the server config file. Then you can (after connecting to your server) open the console, use cs2d cmd rcon_pw and after that use any command you want with the cs2d cmd rcon prefix

All servers that run on port 36963 (which is standard) get added to the LAN list. If you disable Offline/LAN that just means that it also gets added to the online server list.

Edit: and also,most servers that I joined have player ranks(like Admin,Mod1,Mod2) and they can even have hats,how do I do that in my server?

That YOU only see it in the LAN list doesn't mean that nobody else see's it either. Ask people which are not in your local network to test it.
