Hellcat: Use Photoshop or if you dont have enough money use free softwares like Gimp or Photofiltre Studio(i using this)

Thats why i prefer to start learning those now already But you can use Paint.net, too.. just in my opinion better choice, if you start a hard software and also there are thousand and thousand tutorials on the internet for Photoshop

It has a lot more features than Paint.NET and you can find tons of good tutorials at Gimpusers.com.
At my mind Photoshop as GIMP is long enough launch (and it takes a lot of disk space) and is too complicated interface for a beginner.
For start - Look through all cs2d forum - there is enough manuals, tutorials for the beginner.
The main thing to understand principles of skins and always try to do better than you did it last time.
You can start private topic at forum - Attach images of your work there - And in future, your skins that people deem worthy and quality, can be placed in the file archive (otherwise there accumulated mass of ugly garbage)
