are you talking about buying or renting a server?
the problem with buying a server is that you need a very fast internet connection at home (with a very fast UPLOAD bandwidth - high download speeds are worthless for hosting)
it's nearly always better to rent a server. v-servers are cheaper and fast enough for CS2D.
cpu/ram/space is no real point when it comes to CS2D server hosting. each (v-)server I saw so far had enough for CS2D.
you should care about the traffic though. several gigabyte per server, increasing heavily the more players you have and the more Lua scripts you use.
so just rent one which has a fast connection and much free traffic included.

Best to choose a 32 bit system. I reached merely 42 FPS on most 64 bit systems (only Ubuntu 10.10 with ia32-libs reached 50).
I would highly reccomend Server4You if you want to rent a VPS, the starting one ( at only 9 Euro, approximately 13-14 US$ ) is already good enough for majority of what you could want it to do.
And, as Banaan said, use a 32-bit OS, AFAIK cs2d_dedicated is a 32-bit executable.

buying is probably much more expensive eko24...
1) expensive hardware
2) you need to replace the hardware if something breaks
3) you have to pay for the electricity
4) you have to pay for a super fast internet connection or your server will suck
you don't have to care about all this stuff when you rent a server.

Please DC can you give us a link to rent a v-server ?
why dont you search it by yourself? its not hard
Wash your hands! :)
Well buying means you buy the computer and purchase a good internet plan for it?
Cs2d doesn't require a dedicated server computer, I recommend a vps--128-512mb ram is good enough for 3-4 servers.
I've used Interserver for hosting EviL servers, and it didn't seem to lag for me at all. I highly recommend it.

you are probably not living in Germany, right? I recommend to use a server provider from your country (lower pings for you and your friends).
