i use paint but it's bad
I really loved the free PhotoFiltre, so I then download the much-better PhotoFiltre Studio X. I now own the full version of it since the Brazilian community of PhotoFiltre offered a awesome 2009 Christmas offer: a free-for-all legal registry code.

GIMP is definitely the best program you can get without paying anything (I wonder how these folks get money to buy Photoshop, anyways).
