I only tested it a few years ago but I still have the same PC and it works at:
Windows 7 Home Premium 64bit with Intel HD Graphics Family
Now now guys try to install the things listed below:
This will install all missing DirectX files, I don't think it supports Windows 10 but you can give it a shot: Pleasure me
Install this and try again I guess...
Also check for updates on windows update and run a full registry scan with CCleaner it might help

Looking from some people replies, I guess the game isn't compatible with high-end GPUs which is totally strange, lol.

Since I have both my normal GPU and iGPU working, I decided to take out the GPU and try to run the game just on the CPU (many people reported that it worked on Intel HD Graphics): The game crashed nevertheless.
This has shown me that it has nothing to do with the working graphics card.
The next moment I remembered that I had forcibly turned on a Windows security setting which sets advanced memory restrictions for applications: DEP.
How to make the game start again™
Add minigolf.exe to the DEP Exclusion list or turn this feature off for 3rd party programs.

Why did this happen?
Young DarkCorner didn't know that executable code cannot/shouldn't be in the data area of memory (and by the way, this feature was new back then).
