i want to make server but i dont know how to set that chmod 777 plese talk to me

you need to have root on that server.
open server console, cd to folder

PASSWORD
chmod -R 777 ./cs2d_dedicated
or
chmod 777 -R ./cs2d_dedicated

if you're having a windows server, you do not need to do that
