I have a question, i can create cs2d server in windows server 2003 ?

Yes, download the cs2d zip archive from the www.cs2d.com website, then download the dedicated archive and put it inside the cs2d folder. Simply execute cs2d_dedicated.exe and your server should be up and running.

The real question is; why would you host on a Windows server and why would you host it from a 2003 server?
