If it doesn't take ages to connect to any server (where you dont have to download anything), the internet speed shouldn't be the cause.
Have you tried asking if any of your friends can connect to the server?
Restart your CS2D client or click at the little icon right to your login name in the main menu (this will force a re-login) and afterwards try to connect again. Is your server still listed in the serverlist? If not this is a sign that the connection to the U.S.G.N. masterserver does not work for some reason. Of course the verification won't work either in that case. Consider to restart the CS2D server. Check the logs/output of the server. All account verification attempts are logged. In case nothing helps: Either disable the verification on the server (see 
sv_checkusgnlogin, sv_usgnonly must be 0 as well to make this work) or join your server without being logged in to any account (remove your account name and/or password from the settings) Problem Solved
