And it's kinda useless, what is the big deal of having a low ID? Although you don't have that much lower ID parallel with the others. So just improve your own account rather than trying to steal another's account.
As for account trading/selling is STRICTLY FORBIDDEN under the rules of Unreal Software. Only account per person is allowed here and we mods and
DC doesn't tolerate that in any way! 
Btw. it's possible that you can do this, like nobody will notice it

No, it's not allowed. I'll personally hate all involved persons for doing it. All involved accounts will get banned so spending anything on it is the most stupid thing you can do. 1
