I'm tired of using listen server,
can I use VPN to host a cs2d server?
Is there a VPS hoster in Philippines?

There is a big difference between VPN and VPS. You can't use VPN to host servers. Yes, VPN is another thing ... For servers u use vps...

Yes, you can rent VPS and use it to host CS2D servers. Note that it's not that easy as it may look like and you need to know at least basics of UNIX systems. Of course, you can still have a server running on Windows Server (the most recent server version is Windows Server 2008 R2), but it's not recommended since Windows Server is unstable and insecure, plus its bad performance comparing to UNIX-based systems. It does not really matter, since these often have the best Internet connection available (SERVER4YOU offers connection with 550 GBit bandwidth, for instance), so almost every VPS server located in Europe (or America, since Philippines are between) will be reachable for you.
