when i enter my rcon_pw and try any command line i just get this message: × RCon: Only certain U.S.G.N. users are allowed to use RCon on this server. ×
any suggestions how to fix this?

Re-open CS2D! I have same problem! If i playing 1 hours the USGN doesnt work and I cant join more servers!

probably wrong settings
see: cs2d cmd sv_rconusers

either set sv_rconusers to "33414" (your USGN id) or to "" (everyone who has the rcon password can use rcon)

I have the same problem but when i write sv_rconusers ""
it doesnt work
I wrote it to server.cfg too what must i do
