Put those numbers on your internet browser and open it, usually it would ask for a username and password. If you don't know it, contact your ISP. Reply to me if you need more help.
i can connect to it. i know name and password. but what to do then?

skillerLTU: Ok, go here --> http://portforward.com/ and find your router model. Follow the steps and you should be good to go. Also make sure that nothing is blocking cs2d from being connected to the internet. Also.. I'll reward myself with a cookie

ok good answer but... how do i know password if i am catching my internet from neighbours? i dont want them to know that so i cant ask password

wow.. usually the router password is like:
Username: Admin
Password: Password
or some different combinations of those..
e.g
usr: password
pass: admin.
