He's responsible for everything going on on this website, which means if he can't check what people are posting in Portuguese, it could contain illegal stuff and if DC gets busted he would need to pay shitloads of money, and he could even go to jail for it.If you can't deal with that, make your own website for Brazillians and other Portuguese speaking people, with your own forum and your own file archive. The goal is to have as few rules as possible because the more rules the lower the chance that anyone actually reads or obeys them.

There's way too many people who spams a wall of rules on the users, and yet they still don't understand why some do not read/understand the rules.
