Is there a way to stop current flag animation or change it via lua or any other way?

Its for flags like..

I don't think so, I believe the waving is hard-coded into CS2D at compile time.

DannyDeth already assumed: yes, it is hardcoded and you can't change it and it's also not planned to make it possible to change it.
