go to cs2d, in the server settings, you see the RCon Password, type something like 12345lol or ANYTHING u want, leave cs2d and start dedicated, it should works now

Save the file and restart the server.
now you must add a "rcon" everytime you type a command, like
rcon equip 1 83
So i go for Example
'Rcon Ban fred'
That right? cause i kinda get how ya ment to use the commands. If thats not right please post an example im new to this

edit: by the way, why did you use command to ban a guy? Just press ESC and u will see the "Player and Bans" button, thats the fastest way to ban/kick/kill/slap a people
the problem is when i host my dedicated server,and i connect it dont give me them options in ESC all i get is the player options not the admin? thats why i ned to know how to use the commands but it still did'nt work? No one really has told me how to unlock the Rcon for my self only cause i got a pass but still got no clue how to use a command useing Rcon cause everytime i try it says
"error command dont exist" or something like that but all i want it the ban/kick/unban the basics really? So please help me KNOW how to use the commands lol cause i got no clue what to type OR unlock my Rcon or even were to put my password?

Mr.Cool, after you've typed "rcon_pw passwordhere" then press ESC and look around.
