no that are mostly "dead" servers, who didnt open UDP Port 36963. But these also can be players who use hidden or cs2dfun, etc..
Problem solved I guess.
klik "joi by ip" and type your friends ip and you are i if your friend has maded server and if the server d not exist it will ping you t.s "ping time out"

Join by IP is only really useful if you know that your friend is hosting a Hidden server. If you try to join people by IP that are playing a normal (not hidden) game and aren't showing up when you put the filter up one bar than it will always ping timeout on you, you can only join a public server that CS2D can actually ping from your location or a hidden server that CS2D can ping from your location
I never use "Join by IP" I just join the active servers on the current list. But that's another way of connection.
