Fnk: If people around are able to join your server but the U.S.G.N. master-server list sees it as to be "offline" you can simply ignore it. For some reason the server refuses attempts of receiving server information most likely it's caused by the firewall.You don't have to worry about it as most of the time people see your server through CS2D in-client serverlist and not from the website.

With a chance of 99% the problem is caused by wrong router/firewall settings or by one of the other points mentioned here. Please check all your router/firewall settings again VERY CAREFULLY!
PLEASE use your manual or search the internet to find a guide for your firewall/router!

True. Yet because every modem/router is different we simply cannot help you. Unless it's on a Linux machine, then it's waaaay easier.

I am really sorry dude, you can try looking for it on google, or as
Yates said, create a virtual machine with any distro in Linux and all problems get solved by themselves. 
Yates has writtenOhhh noo do not create a virtual machine for hosting a CS2D server! That will just lead to more problems!
Really? I just was using a bridge connection, so the virtual machine automatically gets an ip from my router. Like an independent machine; i think this is the unique problem you can find out. Maybe there other problems, idk really accurate.
And of course you should know something about iptables, but if you do not, there are some useful scripts/downloads in file archive
Fnk for a dedicated server or even trying to build a dedicated, i think is better building a VM. But if you want to install Ubuntu (for example) in a wiped physical partition in your HD, do it, you are free
