floria: Unless the OP has everything set up but this problem then your post is basically useless.
Fnk: If people around are able to join your server but the U.S.G.N. master-server list sees it as to be "offline" you can simply ignore it. For some reason the server refuses attempts of receiving server information most likely it's caused by the firewall.

floria: The problem is not nobody can join/see server. That is we can't see the server information at the website.
Masea I thought he was getting timeout in cs2d client also... that's not a big problem, yep.
floria: Server information requests are handled differently to online/offline ping requests. None, one or both can be blocked. It's very different.
