Possibility of making a new game on CS2D basis?

Only way is to make a mod of CS2D but a 100% game will be hard and also he is busy with Stranded 3 and such.

Nah, i'm sorry but DC won't agree with that, he don't take ideas of others to make a 100% game.

P.S. Projects forum is for Unreal Software's on-going projects discussion. I don't think it's correct to put it here so I'll move this to uhm... Off-topic maybe? I'll also change the title to better suit what you want to say. "New Game?" doesn't really say anything.
P.P.S. Still not sure if it's correct spot. Maybe CS2D General is better.. Eh, I guess DC will come upon this eventually and he'll move if it's wrong section..
It's the only CS2D source code available here on US.de and it might be a start

Also the CS2D "engine" isn't designed to be used for any other games at all. This means that there is no additional abstraction layer between the actual engine and the game(play) logic. So depending on what you're planning this could cause some real headaches.

So in short: This won't work or it's a bad idea. Try to find a better/real engine for this purpose or write your own one - you'll learn tons of things doing so.

I would then rewrite the engine from scratch in Unity3D and give the game another name

There is no way change my mind about this unless you pay me a huge amount of money - far more than the code is actually worth.

For a simple game, GameMaker is more then enough.
