What? What does vote kicking have to do with names? When people get vote kicked their IP gets temp banned not the name.

Unless you're talking about "faking" which can't be helped. Had a bunch of fans back in the days.

Enable cs2d cmd sv_usgnonly and ban the U.S.G.N. ID with cs2d cmd banusgn. Problem solved.

There is no other way to clearly identify people because names can be changed and IPs as well.
