In fact it will most likely cause the User 2 to start annoying you even more. Which could lead you into getting banned. Best solution is to ignore those annoying users. Chat filter is bad idea (reasons are already listed).
Bad word filters are stupid and worthless. People will just find other ways to write bad words to trick the detection. Therefor it clearly is just a waste of time to even think about something like that.
