After I port forward , I success hosting a server using dedicated server.But ,after I restarted the computer,the problem appeared.problem is shown below:

UDP socket initialized using port 0
U.S.G.N.: Your game version is up to date!
starting server...
UDP socket initialized using port 36963

I have searched the problem in the forum.And I also saw a thread realted to this problem.Even though I try the steps that given by KK but still failed ,so I decided to start a new thread about this problem

So what's your problem it seems like UDP Socket was initialized correctly.

99% u still port forwarded wrong. it says that in the log regardless of whether or not the port is open

√ in case it is: Your UDP socket is working but your port forwarding / router / firewall settings are still wrong. Read the manuals of all those things and set them up properly (this is the problem in 99% of all cases!).
In you case make sure that 192.168.1.2 is really the local IP of YOUR PC and not of another PC in your network. Also check your firewall settings (and routers often have firewalls too!)

× in case it is not in that web list: Something went really wrong. You either set cs2d cmd sv_lan to 1 or the port is already in use by another program or a firewall blocks the connection or CS2D failed to connect to the U.S.G.N. masterserver.

Thx for everyone who helped giving me suggestions to solve my problem but my problem is solved byt using sv_hostport 36963 in console.
