As much as @TheseBurgersRock has his small faults (as do most users in this community) I would vote for him simply because there are more douchey users than him, In my opinion.
Also, I'm considering myself for a position. Although I don't know if anyone else feels I would fill the quota.
It is very simple. If the person writes a spam post, or insults someone, he first gets a warning or a 6 hour ban, depending on how serious his violation was. He also gets a link to the rule he broke.
The second illegal post he makes means a three day ban.
If he still doesn't understand it, and goes on spamming/flaming, he gets a 2 week ban.
Will never work properly. One who spams (for instance) will always spam. Look at Yates or oxytamine (no offense), do you really think that your three-strike system may stop them from violating the rules? Of course no. DC has already increased ban duration and it didn't actually help a lot. That three-strike system will make users think that they can violate the rule for the first time, because they will only get 6 hour ban which is nothing much.
All stolen uploads lead to a demand to remove the file immediately. If the person refuses to, he gets a 3 day ban and DC will be asked to remove the file himself.
There is already a thread about stolen uploads (if not mistaken) - is there actually a problem with this? Some people seriously think that if they remove three lines from the script, it's now considered to be theirs. Some think that if they steal the script no one will notice. Any way, most of stolen uploads are uploaded by new users. As I've described below, almost none of them would get you. What about "if the person refuses to"? All of them will of course refuse, saying that work is theirs. Not refusing would be equal to uploading a file with "stolen" mark and almost all of them are clearly sure that each and every of their files are not stolen.
Thread authors will be able to go slightly off-topic.
Thread authors will be able to go slightly off-topic in their threads, if they promise to get back on track in a few posts (2-3 maximum). They will also be able to warn a spammer that they will report him, without getting an off-topic violation.
This is not fair. If OP can go off-topic, then anyone else who is participating in discussion can go off-topic too. Think about it - what will happen then if 10 users will only go off-topic for "2-3 posts maximum". It's already a page or two. This rule itself violates another rule (about off-topic).
Users with drug related names (such as cannabis1998 or smkweederryday99) will be asked to change their names. UnrealSoftware shouldn't be displayed in Google search results related to drugs.
No one would be seriously searching for drugs in the Internet. Furthermore, no one would search "smkweederryday99" in Google too. It's okay and there is nothing wrong with it.

WIP (Work-In-Progress) threads will be closed unless enough proof is provided that the mod/project is being worked on and at least 30% of work has been finished.
Which is also bad. One can start a great project from the scratch - they may want to get some people working with them, right? But according to your rule they will not be able to create a thread. How would you see if there are 30% done or not? According to your new rule I can create a thread about random project saying that I've already done more than 30%. With valid proofs. Made in Paint. Or you will request everyone to sent projects to you? What if project is private and the founder does not want it to go public?
@ SD: The three strike policy will give people, who violated the rule because they didn't know it existed or just "blew up" and flamed someone, a second chance.
Users will again be given a second chance due to being afraid of getting banned temporarily or permanently.

Believe me they do. No one is searching for CP on the net too (except Tor), yet it's illegal on this site. Same thing. Don't you think?
Someone people might feel like they ego got hurt, so they will act good for at least some time. Being banned is a humiliation to them, not being able to respond.
Then they are to create threads that are giving a brief overview of their project and stating that they are searching for people. WIP threads - threads that state that you have started doing something, not the threads that state that you are looking for a team.
