DCs job to do the mods. Doing the mods is the job of the community. DC mainly cares about the core game and the possibility to mod
Mora: But light engine is needed for graphics, cs2d will look better and more realistic, and adding some effects (ragdoll rofl, movable objects, smooth skins cause i hate bmp, or even an engine with all these features packed up) to make it a cool top-down view game and not just moving sprites with animation.

Bounty Hunter: Are you guys stupid or what ? Physics on a 2D topdown game, just don't.Well, I agree in using PNG images instead of BMP but that could discrease the performance since PNG is an high compressed format (At least what I think).
By the way, CS2D with maxed settings looks very decent and I think it is enought for a 2D topdown game. Of course that it would even look better with an enviroment system, but it stills pretty fancy.
Well, I believe that it's code could be optimized. Like adding the possibility to use a shader based lighting engine, that also could improve the shadows with a decent shadowcasting, do some multi-threading, etc.
So, here's my suggestions.
As I said before, the code could be optimized.
As Starkkz said, the implemention of LuaJIT.
Mandatory server resources.
Bounty Hunter has writtenno, just no. for my opinion, ragdoll system is ugly.. which ruins all the game by it, unless there were 'realistic' ragdoll instead random pose when died.
(physics engine is buggy too rofl but it's better)

_Yank, Not actually the physics engine that does mini-realistic things, just an engine that does some events (shadows, lights, ambient lighting) automatically. Cause using sprites for shadows, effects, and animations is shit and buggy like this thing. 
Shading, particles, and lights should be 'generated', not those bmp that are just overlayed cause it's so ugly and buggy.

Center of Rotation for images in map editor.
Map information (created by, date created, special thanks, info)
Map protection (creator will decide if the map can be edited or not, can be done with password protect or by "connecting to creators' usgn")
Separation of Map editor from the game and make the map editor bigger, make the layout look like the single-window mode from GIMP.

Also, to do that "automatic" engine that you said, the use of shaders would be needed which could discrease the game perfomance, on some low-end machines, a lot and, in most of the games, PARTICLES ARE DRAWN USING A BASE IMAGE.
About the map information, you can make it by creating a file on the map folder called <mapname>.txt
And there's already an external map editor and a map protection script for CS2D, just search.

1. Are you kidding me, i'm talking about password-protected map protection.
2. <map>.txt is just small. Combining maps, tilesets (another idea), and it's info is what i'm suggesting.
3. Then if you (or they) still want to base effects and shadows from sprites, make a 'grayscale masks' for every images.
