Well a block feature would be a good idea I think - If you're getting constantly bad reviews from a certain bozo who posts nothing more than "I don't like it, here have 3/less stars", then you could add his name to your "blacklist" which would effectively prevent him from reviewing/posting comments on your work.
This would also solve the constant messages sent between moderators and members trying to save their submissions from bad reviews. It'd save quite a bit of time, too.

Selfish because I have the right to recieve ratings from people who I know will be constructive in their ratings, as opposed to those that just post "It's bad I don't like it"?

It's selfish in the way that you bring up this "suggestion" by increasing your file rating by just let users post, which will rate your file good.
Everyone gets bad ratings. And if they think your file isn't that great, they will rate it not 5/5. And everyone lives with it. Now you're coming and you want to change it? Constructive criticism is also a relative thing, since everyone does aim for himself what "constructive" is and not.
As said, everyone is allowed to rate. And this is just forming new groups and this is just because your god damn file doesn't have this godlike 4.9/5 rating. gg.
If someone downrates the file for some reason or another, it better be a damn good one so that I can learn from my mistakes rather than seeing the generic "It's bad" response, which is quite unhelpful to say the least.
Good try at avoiding the point though. The keyword was "bad reviews", not "bad ratings". I don't mind "bad ratings" because, yes, I can report those, but "bad reviews"? Where the bloody hell am I supposed to work from with "It's just bad"? It's not telling me anything other than the person's opinion, and he didn't even point out why it was bad so that I could fix it ^_~
Too much potential for abuse, and will almost certainly be used to game the rating system here so that only favorable reviewers will be allowed to rate/review a post. At the current phase, reviews and ratings are apparently closely coupled so that the gist of the review reflects the value of the rating. That said, if you feel that there's something wrong with the way a certain user reviews/rates your file, see Engineer's suggestion.
"a user" is actually correct. In the English language, the use of a/an depends upon the phonetic state of the first sound. As such, the u in user makes the same sound as the y in you, so it's considered a consonant sound.
allowing to block users is not a problem solution but a problem shifting. I'll not waste time for the implementation of a feature which simply leads to new problems (which were already named. especially the problem that this is abused to make the own rating better by excluding all criticism). it wouldn't be fair at all.
also keep in mind that all the comment and ranking stuff is NOT ultimately about having the best score!
it is about getting criticized. getting feedback. good AND BAD (as long as it isn't destructive). allowing the content creator to improve the quality even more.
so something like this will not happen. you could consider to disable comments completely if you can't live with bad ratings.
@Fapicon: maybe, but you ignored all the other reasons against blocking. also revenge ratings can be reported and will be removed. the users who do it receive at least temp bans if not full bans. your reason for blocking is therefore invalid.
