@Necro: I have a proposal for you. Go create a file archive for the spanish speaking players of you really want one.
dont forget that dc doesnt (basically) earn any $ from hosting this forum
without plenty of supply, hosting multilingual forum or file archive requires much more resources
moreover, people would be spread to different boards of languages and any ideas from one board cannot reach other boards, which violates the basic principle of setting up a forum
one more thing, if there must be a spanish board, then someone will ask why not setting up french/portuguese/chinese/korean/japanese/arabic/greek/italian/filipino/indian/indonesian/hebrew forums...... (huh? herbew?)
if u really need a spanish forum to talk about cs2d, find a free hosting server service (google it yourself) and free (as in beer or as in speech) forum service e.g. discuz, phpbb, and set up one yourself

as tkd said, since dc (probably) does not understand spanish, you should go make ur own site...
there are several reasons (they are valid for ALL other languages, not just Spanish!):
number 1 reason: I don't speak this language. I can't check what people post. people could post illegal stuff and I wouldn't note it. then someone sues me and I would have to go to jail. unacceptable 
(sure, I could get a moderator who cares about this but this is not enough for me. I want to be able to check things myself)
a seriously HUUUGE administrative effort for each language (having 2 languages reaches all limits already). it's really hard and annoying work to do everything twice. doing it 3 times would be pure overkill. causes additional costs for hosting increases the complexity of the websiteI'm sorry but there will be no other languages on this website. I just can't handle that.
the only solution has already been mentioned: make your own (fan) website using your language. several people already did, see www.cs2d.com/links
its not possible but if you're a programmer u can make a site 
or u can find spanish programmers "Please, if it's in Spanish, why not Turkish?" or smth. like that. You get the point.
