You don't need any extra programs. NotePad/WordPad should be enough
The extra programs like SciTe and NotePad++ are generally for checking for LUA errors and syntax highlighting

As for the name thingy, name it like this: *name* (Can be whatever you want).lua

I think he means is there a certain file you write the lua onto.

No you don't need anything except notepad.
Oh and right click any example and click properties.
Now choose open with...
Then choose notepad.

Notepad saves changes automatically.
You don't need to shut off the server and restart.
All you need to do is map change to same map.

Notepad cannot autosave; Scite can however be configured to autosave on content change (a rather CPU intensive operation that is disabled by default).

It does auto-save. For what I know it does.
Just restart the server round.
Not game round.

As in applying changes to the server? CS2D automatically reloads server.lua onto the stack each time it is initialized (game start, map change, etc) regardless of whether the server.lua file is saved in notepad or in any other editors.
