Maybe the server turned off the votekick option, or only the enemy voted him (ex: T vote CT, as i know that not counts).
votes are handled server-side and can not be hacked in any way. it's technically impossible. this 100% sure. zero doubt.
possible reasons why a votekick failed:
simply not enough votes votekicking disabled / high votekick percentage setting wrong team (only votes from within the same team are counted)also note: the default percentage of votes from players of THE SAME TEAM(!) is 66%!
example:
- it's impossible to votekick with just 2 players in a team
- you need at least 3 players in a team. in that case 2 players in this team have to vote the same third player in their team
- in case of 4 players (in one team) you would need 3 votes
- 5: 4 votes
- 6: 4 votes
- 7: 5 votes
- 8: 6 votes
- 9: 6 votes
- 10: 7 votes
etc.
you are talking about a function which is not part of the original CS2D! saying "!vote" in chat is NOT the original vote function!
It is a custom Lua script made by a cs2d player!
maybe it has bugs or whatever. I don't know this script.
So this is not about hacking and not about the original CS2D functionality!

Ill try to contact the server admin again ... maybe he can do something gona go find teh clan forum later as i am busy with meh CS:S2D Mini mod 
so many skins & sounds so little time that n i have to learn how to make lua scripts @_@ I also hate those ignorants who don't listen to me as I'm saying "T VOTES DON'T COUNT ON CT!" and vice-versa. They say I'm a liar and keep voting like ignorants instead of switching teams, stay dead, and vote. Jeesh. That's why sometime I prefer CS 1.6.
