construction is just like deathmatch, when you die, you immediatly (if u want) respawn
i don't think it's a bug..
and yeah. time limit is only in standard and zombies, but i think there is a time limit in constructioin...

You change option WHILE you are playing in your dedicated server? If so, then you just must restart your server to apply new options if you changed it in .cfg files.

there is no bug with that.

I thought that timelimit is only in standard and zombies! modes.
that's 100% correct.

You must be using the wrong gamemode / you didn't set it correctly because there is absolutely no roundtime in gamesmodes like deathmatch, teamdeathmatch or construction. no matter what roundtime you define - it is ignored in those modes.

please read cs2d cmd sv_gamemode and make sure that you are using the command in the right way and that you are actually using the right mode.

post the gamemode line of your server.cfg if you are still having problems.

it has to be sv_gamemode 1, sv_gamemode 2 or sv_gamemode 3 (or the short version of the command: sv_gm)
