That's exactly what you are describing. However i'm not forcing people to use it because it's kinda repulsive when you have to register somewhere. As you can see most server hosters decided to switch the "USGN only" option off. It's their own choice.
Serial Keys are pointless for freeware games of course because you can just load again and get a new serial for free and without much effort.
