Does anyone know how to create a game server and put it on the internet list so people can enter?
Because there are some people that talks about how to open the router door someone explains me right I want to open a server
and the video teaching how to do server and everything old

I'm not saying the whole thing is wrong. But setting a server up like that is a terrible idea. Exactly what you need is to open your ports. Below is my guide for Windows:
Step 1: Open Windows Fire Wall ports:
Right click on network icon on right corner of the taskbar, Open Network and Sharing System.
On the bottom left corner of the opened window, choose Windows Fire Wall.
On the left of new opened window, Advance Settings.
On the left of next new window, choose Inbound Rules, On the right, choose New Rule.
Next, follow the wizard to open both TCP and UDP ports that you use for your server (Which is a number under server name in new game setting)
Step 2: Open router ports:
Right click on network icon on right corner of the taskbar, Open Network and Sharing System.
On the left, choose Change Adapter Settings.
Double clicks on your current network adapter, choose Details on the pop up window.
Find the IPv4 Default Gateway, copy it and paste it on your browser then hit Enter (you also need your IPv4 Address).
You will go to router setup page (if not, try these format IPv4DG:80 or IPv4DG:8080, you can just google it how to access to your router)
Login into your router as admin (user and password maybe on your router, just look at its back or tamps to find it, or just google the user + pass for your router)
Find the Port forwarding or Port routing or NAT port or something else, put your IPv4 Address) and the server ports to open i(both TCP and UDP with all same numbers for Internal and External Ports). You also can google how to open port on your router.
Find DNZ(maybe) and put your IPv4 Address and enable it.
Done for me I did everything that you sent more in cs2d I click in lan my ip gets 10.0.0.1 and brings down 36963 and normal is with that ip 10.0.0.1 ???
and already in the site of cs2d servers is already with a different ip -10.0.0.1 is your local and not your public IP.
-Learn how to port forward and check this settings, as you have most likely done yet
-Is YOUR server listed on the USGN site? Which error will other people get when the connect?
-Be sure that your ISP provides you with an public IP and not with an Carrier-grade NAT'ed (CGNAT/CGNAPT) IP. And now, what do I do?

What's your public IP?
If it's 170.238.37.95 I don't understand your issue, because the server is online and joinable.
//EDIT: Also if you want to run a server on your local machine/computer I would just suggest to use the ingame feature instead of the dedicated server.
If you can't connect yourself, it may be just an NAT loopback issue, in that case use the ingame feature. And now what do I do to try to open a server?

That's my last answer:
Your server is UP and RUNNING. You can even see on your screenshot that I joined the server.
If YOU can't join YOUR server, STOP using the dedicated server and just start the game and use the "New Game" feature ingame, after starting the game.
There is NO point in using the dedicated server if you want to play the game on the same computer.

I'll remove the image @ luizmatheus: put [Q] in front of ur server name, so people can join ur server easily by clicked Quick Play on main menu VPS Server? I can help
