What is your problem with uploading it? Just go to the file archive and then to the CS2D maps section. Afterwards click the option "upload new file".

Be sure it's not really kind of some poor files. It wont be problem to remove(decline) that but rather you waste more time on it's great look and gameplay.
/btw since you ask : would be good if you upload some screens of that map. f.e. imgur?
