No they can't, ESL Host is at Europe, And Brazilians, or South american players will lose, because of the ping (300 - 400+), and LC won't help neither, it's unfair.

ESL Europe allowed to play a player with America, We play vs brasil player's on USA servers where brasilian's players and EU players have this same ping (200) and Play on LC (both players).
in a situation with players from USA we play on Spanish/Portugal server (where 90% EU scene have a ping 80-120) and USA players too (and ofc we play on LC). We checked it.
So we encourage players from every continent to take part in tournaments ESL.

Best servers for cs2d in Europe can be in UK,Spain, Portugal ,France or Germany.
