That's only if you want to just format.

Another is to download ubuntu onto a USB flash drive and tell ubuntu to format. Then you can choose to install or not.

You've got a point. But you can't completely format your PC. You're only able to format your HDD which doesn't contain and uses Windows files (system32/Win32/Windows, depending on which WinOS you have.)
Afaik, my computer has a format button that only becomes available when booting the PC (I guess it's F7).

Eventually, if you've got USB stick simply format it and check "Create MS-DOS start disc", reboot, load system from USB and type format (drive letter here): e.g format c:
