Debatable, I haven't really tested one against the other, but if you suck at scoping then the AWP isn't for you as the Scout can be spammed much easier.
Balences out the slow firing rate of the AWP and it's beastly damage dealing capabilities to the Scout's relatively weak shots, but faster rate of fire.
Which is why I'm not going to form an opinion, and call that a fact when the fact that I applied to in that situation would also be an opinion.

Kevlar+helm reduces the damage you take by 30% with each point. So it would reduce Scout damage from 100 to 70, however you loose all your "armor points" (100).
Armor permenantly reduces the damage you take by 50% and doesn't dissapear until you die or get stripped.
I personally like the AWP as in Standard theres no armor, so the AWP makes an easy kill (If you can aim). And AFTER you kill everyone in the beginning of a round in Construction, they won't have armor, thus they can be gunned down in one shot. Also can be used to spawn kill.
However the Scout works better, since if there are multiple enemies, you are going to need a quicker rate of fire. Also I like the use the Scout to lower the enemies hp and humiliate them with the knife. 100 > 30 = 1-hit-kill knife.
Very much doubt anyone is a pro sniper, because in order to be professional, normally the scenario is you must be making (real) money off your 'pro' skill in order to be, well, pro.
And I prefer Scout, Lightweight, ROF better and you can use it as a stealth weapon.
'Pro' is just a term that players use to show a player is good in most games. You don't need to earn money off of something to be a professional. A professional is usually someone who has studied and claimed some sort of certification such as a degree, diploma, honours, phd, etc.
AWP all the way if I feel like it and there is the ability to gain light armor on the map, plus a nice camping spot.
Else Scout at big maps with a huge open space, so you can quickscope your enemies.
I think Scouts suck at every point except for the scope system. Scouts have a much faster rate of scoping (as I call it) than AWP's, but they suck at damage, firerate (because it's too low to kill people in two shots before they find cover) and walkspeed (you can walk too fast with scouts, so you mostly walk too far if you scope).
Altough I'm an AWP legend cause quickscoping is my favourite part of AWPing, and it's deadly if I know a map well enough to know the campspots and open spaces to luck around.

Scout: Scoped 2X - 100DMG, not so small.
AWP: Scoped 2X - 150DMG, yes, that is big.
Which is better? I think Scout, because it's light, does quite-big damage (maybe double shoot is needed, but some people doesn't always wear a Kevlar), and it's cheap.
scout is better than awp becouse shoots in 1 min are many than awp
but with light armor maybe awp can kill with 1hit with zoom
but scout is the best sniper rifle
