You failed. CPU was written in the last line in the Spoiler. You didn't notice it or you didn't know that that is CPU?

CPU sucks
Just decrease the settings to minimum and it should run smooth enough

you failed. Sorry, but 9500 costs 70-80$ atm. Get a ATI Radeon HD5830, it's a champion in balance between costs and performance. And 2x 2.4 GhZ should be well enough for 35-45FPS
If you seek greater performance, a good processor such as this one would also help the computer's performance. You need to meet the minimal requirements in order to play GTA IV, if you don't meet up with those requirements it's no point in playing because the gameplay will be horrible, just saying.

Wow! you are being to be stupid nothing in offence.
The gta iv graphic is somehow worse than css or half life 2 graphic so it doesnt require that god graphic card.
You also forget to say us how mutch rams do you have and in gta iv it really depends on ram. I got amd 5600 and i can run crysis warhead with 2gb ram in medium setting and crysis cyengine 2 is the best graphic engine in the world and it requires the best graphic cards.
So you better concentrate on your PC operational memory (RAM) and not graphic card. Nividea geforce is card what can be only bougth and it can not be bought in PC. Only way to get it is upgrade the PC. But this is not really inportant i just want to say i can run crysis the most DIFFUCULT game on pc on the physic side and i can run it on old amd 5600 grapic card. I am sure you got like 1.5 gb rams or 1gb if is it lagg and I can prove that it is your ram.
IN the midel fo the city your pc have to read up all stuff arround so it takes really mutch memory also if i see good you are have 80% memory usage and 20% is not enought even if you got 8gb ram. If you would have 8gb ram than the max free ram you would got is less than 4 gb becouse if 8gb is 100% and 4gb is 50% than 1.5 or 2gb is 20% so i dont thing your PC is allright.
On my notebook i got 2gb ram and usage of that ram is 40% and i can run mercenaires 2 whitch got bigger requirements than gta IV on max graphic.
So upgrade your rams and don't be addle-brained- PUT YOUR graphic to minimum and if is it possible than put down your view range to minimum too
