check your dedicated server firewall settings and make sure that the server runs properly there.

I disabled my router firewall, i added UDP port:36963 to firewall exceptions, added both Cs2d.exe, and cs2d_dedicated.exe too... i dont see whats a problem

10025 = Port

this is an internal thing and can happen sometimes. your server should be reachable with the port you selected too (36963 by default).
