He is right. Image command (with mode 100+ID) doesn't support offsets, so the only possible solution is to update it every frame.
@ Pagyra: so, why you tell me to use it?! And I still don't know how to buff ping. I can make the move hook and check a rotation every 100 ms or use always hook and do it in 30 ms or use ms100 hook and update shadow every 100 frames and use twen_move with speed 30 ms.
Use tween_move and move hook and dont remove(free) image if player did not leave the server - just make it transparent.
And if script would be properly constructed - then it will reduce lags.
33.3 ms - the duration of a single frame in the video at 30 frames per second, so human eye can not perceive the motion of a small group of pixels within 100 ms then use it to reduce lags.

Also when drawing an image at a player (mode 101-232), x and y are not used for the position but this way:
• x>0: rotate img with player
• y>0: draw always
Because your shadow position has positive coordinates for X and Y
And i think standart soldier.bmp and randomplayer.bmp is more suited to the role of player shadow.
