They do not affect you whatsoever. A ping is simply the time it takes for a packet of data to go from one place to another, a road analogy:
(Point a) ----------(100 kilometres)-------- (Point B)
If you are travelling from "Point a" at 100km an hour, it will take you 1 hour to get to "Point b". It's exactly the same with electricity and light ( the main way data is communicated over cable)
(computer 1) ----------( 2500 kilometres)-------(computer 2)
Travelling at the speed of light ( 300000000 metres per second in a vacuum, but considerably slower in fibre optic cable ) it will take approximately 0.0083 seconds to get to computer 2, giving a ping of 8ms. Obviously, the speed of light in the fibre optic cable is slower than 3E8, and it can also be "shaped" ( temporarily stored ) by the internet provider before being sent, giving slight ping increases.
CONCLUSION: High ping does not affect anyone else whatsoever, the idiots who vote kick people with high pings are deluded fools.

Dude, laggers stay still for aproximately 50-500ms, how is that hard to aim at?
Also, if you see people that "lag" and then suddenly shoot you, it's more likely to be YOU that is lagging.
Ping is just a measurement of time, nothing else.
This comes from the #1 lagger in CS2D, I live in the realm of 250ms and greater.
own ping is high: EVERYTHING is delayed. it's harder to hit anything and to win.
ping of another player is high: movement of this player will be very jerky. makes it harder to hit that player and it's just very annoying.
awesome ping: 0-50
good ping: 50-100
still acceptable: 100-200
annoying and jerky: 200+
so try to play on servers where your ping is 100 or below, you can also play on servers where your ping is 100-200 (if there's nothing better) but you should avoid to play with a ping which is higher than 200. it sucks. for everyone involved.

Are you calling me an annoying jerk? Sorry, couldn't resist. But really, 200+ isn't that bad. I play on Euro servers all the time, not once have I been accused of ruining the gameplay because of my ping, if anything the slight jerking makes it a little easier to aim for players with better pings.

Well I think 250+ ping is horrible. My ping on most servers is about 10 - 50 so I'm not to be mad at CS2D for running like shit.
