you have right,but everybody can use this command

mp_wpndmg <name> <damage>
(*)mp_wpndmg_z1 <name> <damage>
(*)mp_wpndmg_z2 <name> <damage>

(*)mp_wpndmg_z1/z2 is for zoom(awp,scout etc)

There is no settings to start with 1 HP except LUA.
The map is nice BTW.
