I have tried to talk with him before, but he looks like dont know english, sometimes he is speak with language i dont understand and other players dont understand too. I think he is unique, if someone know him, please tell me who is him

Why do you want to reach out to him? I mean, he's not using usgn or steam, so perhaps he's not a regular and will eventually stop playing the game or change his nickname and be lost forever.
Can you recall what the language he uses looks like? Any recurring special characters or words? If you figure that out, you can refer to his countrymen for help.
