"Call of Cthulhu : Dark corners of the earth" is a great and scary game. It's a mix of action/adventure and stealth.

While there are (only a few or none) jump scares, the most that scared me was indeed its dark atmosphere and the fact of trying not being detected by that freakin' fish monsters.

(It might be no fun to players who dislike reading, since very often you have to look into letters, books or notes to find your way or get a huge advantage [ weapons, ammo etc. ] )

System Shock 2. This game is very old, but still great. A space ship, 3 trillion kilometers away from Earth, seized by some collective-minded beings that seek to kill you. Awesome game, check it out.
