Basically, the problem is this:

Some days ago I installed both CS:GO and Garry's Mod later on a new OS (Linux Mint 17.2 Cinnamon) and after trying to play, FPS is suddenly decreasing and decreasing especially while I play on a server or offline and as for the menu of those games, I don't experience input lags whatsoever...

In Windows it worked fine without problems but on Linux Mint I dunno what exactly cause this issue, either is the OS or something. Other games like Terraria, GoldSrc games and POSTAL 2 work like a charm without lags, except CS:GO and Garry's Mod are those who I get shit tons of FPS drops. I tried also on CS:GO to change the settings to very low but still same results.

Oh, and another thing is that my GPU is Intel HD Graphics (yea a shitty one, I know). Maybe Linux Mint does not fully recognize this GPU or what?

But is it really sudden ? I mean, is it like, you're running at fine 60FPS and then it jumps to 20 from nothing or it decreases gradually over the gameplay time ?
And, are you running the latest drivers ?
And, from what generation is that hd graphics (2000, 3000, 4000, etc) ? (If you don't know, you can tell your CPU model instead)

As for the FPS drops, just when I play on a server or offline suddenly the FPS decreases, nothing else and it returns normal when I disconnect. As for the Intel HD Graphics, well, I don't know what's the generation of it nor the model of it. I also tried to check in the Terminal and it just tells that is a Intel Corporation Core Processor Integrated Graphics Controller. .__.

And now, as for the drivers, I have no idea how to install them on Linux since I am not advanced enough and I'm kinda afraid that I'll break my OS.

So, it only lags when you play ? That probably means that your PC can't run source games on linux (unless I'm right about the driver thingy). Have you ever tried Dota 2, Fistful of Frags or CS Source there ?
BTW, it won't break your OS if you do it carefully and well. I recommend to check this post, http://forums.linuxmint.com/viewtopic.php?f=59&t=168661#p867115. You can get a base of what to do from there.

And yes, I tested those games but not on Linux though but I'm fairly sure it will lag even more since Dota 2 and Fistful of Frags lag as hell when I had Windows on my PC.

I ran into lag spikes (FPS-wise) when I forced the CPU clock to minimum ("Energy saver mode" on Windows).
My assumption is that your CPU works at minimum clock speeds or you have a poor governor set (=mostly working at the min clock). Set the governor to keep your CPU at max clock and play again.

it's worth taking a look at ur gpu if possible. if it's anything worse than the 4000 version, it wont run csgo very well (aka with a good framerate). the 4000 version started coming out in some 2012 or 2013 laptops

And, @user omg, is indeed right, intel hd graphics are really poor and I can't see anything below 4000 running a game like CSGO very well. Please tell us which CPU you have so we can know which iGPU you haave.

Linux Mint has a pretty heavy compositing window manager. A friend of mine who used Ubuntu on his laptop with HD graphics got massive FPS stability improvements after switching to LXDE and Openbox DE/WM combination. If you feel like experimenting, this might work for you too.

But yeah, @user DannyDeth is right, the problem might be on your desktop enviroment. I've never tried LXDE but I can assure you that openbox does a great job. If you're ever going for a window manager instead of a desktop enviroment little bit trickier to customize (and to install, sometimes) and has a smaller feature set but is far lighter, I recommend you BSPWM or awesomewm (you can use lua to customize it).

And again, tell us your CPU model.

@user Yates: I decided to switch to Mint because I start to dislike that Unity Dash. I might try Ubuntu Gnome in the future but that is a possibility so I'll stay for now with Mint.

That's not completely true... user _Yank explained it all.

@user _Yank: My processor is a Intel Core i3 2.4 GHz. Dunno what do you think about it, but I never had issues with it and it does the job.

I recommend you to get another distro with a bigger community (I recommend a ubuntu variant like Kubuntu or Lubunto)

If you're staying with Mint, you should get rid of Mint's default DE and get a lighter one like OpenBox and also, install the graphic drivers (here it gave me a real performance boost and increased my OpenGL support).

EDIT: Are you sure you are running Mint 17.3 and not Mint 17.2 ?

Moreover, I typed also cat /proc/cpuinfo in the Terminal and I found that "model name" field (maybe is this what you're asking?)
Terminal has written
model name     : Intel(R) Core(TM) i3 CPU M 370 @ 2.40GHz
