I really want to run this game
I know its still in development but I just want to know if I can MAYBE run it...

I have a lot of lags on SII but I think that's normal because its on DirectX 9 and my pc is on 11...

RAM: 4GB
CPU: Intel Pentium CPU B960 @ 2.20GHz 2.20GHz [total 4.40GHz I assume]
Screen card: I heard my screen card takes memory from RAM if needed so I don't think its a problem
OS: Windows 8.1 Pro With Media Center

I didn't heard about it.
As for the Directx you should update it to 11 but i think S3 may support Directx 9 too.

its on 11 with latest updates

You simply can not sum up two cores and say 4.4ghz.

Neither of those cores work equally and neither of those cores divide the instructions equally.

2.2ghz processor = 2.2ghz processor. More cores, better ability at multitasking.
2.2ghz is simply the frequency which both cores are operating at.

It is like 2 pizza cars. Both are doing different things allowing you to speed up the process. Some applications initialize more cores. Each core is handling different set of data. The instructions are not devided therefore saying they double the frequency is simply false.

No you can not. Maybe on really low settings. You have a laptop with an integrated gpu (Intel HD graphics) that does not have its own memory and therefore uses ram memory for its ability to function.

In other words you graphical processing unit is too slow for playing games.
