That's not correct. I've used Windows 8 for gaming for quite a while now and I NEVER had a game that didn't run on win8.

Main points:
-Core i5 has better price/performance for gaming than i7 or xeon, reason being that games don't make good use of hyperthreading or multithreading in general.. Just load up a game and see that only 1 core is being used most of the time.
-In general the GPU is more important than CPU for getting high FPS on the latest games.
-Includes a ssd ( could be replaced with hdd) , which is nice for loading up games and windows fast.

You could reuse parts from your old pc , like the hdd, case, power supply, and the optical drive ( who uses this nowaydays??) and you of course reinstall windows on the new pc to save some money.

Anyway, the system you posted will definitely be enough to play all the mentioned games. I can play most of them on medium quality on my shit 400€ pc from 4 years ago.

But i have heard that your FPS wont drop very much when you use windows 8
Windows 8 supports more features for gaming but it lacks backwards compatability with a ton of old school games. That's pretty much all there is too it. Windows 8 has great features which will make gaming more smoother especially when you update the DirectX drivers to the latest. I get around 5-10 ms ping in Counter-Strike: Global Offensive for example. If I played that game on Windows Vista/7 I'd probably have a bit slower gaming experience (my assumption at least).
